Extend Administrator access roles to trash content

Currently, only the community owner/business owner is able to view the deleted community from their trash. Administrators are unable to view a deleted community and thus cannot restore the community themselves from the trash unless they too are owners of the specific resource. This enhancement request is for the introduction of the ability for all administrators to have access to view and restore all deleted communities, even though they are not owners of the communities. This would enable them to expedite the restoration of business critical communities if the owners are not available.
