We encourage you to participate by voting on, commenting on, and creating new ideas. All new ideas will be evaluated by the HCL Product Management & Engineering teams, and the next steps will be communicated. Notify people about this update and mail notification

If a file is edited and the checkbox "Notify people about this update" is checked, the people do not receive a notification but only an e-mail as notification.
If a person has deactivated the e-mail notification, they will not receive a notification of a change.

After checking with mobile team, got the information that this is an enhancement request. The plugins set the API to notify, and that’s designed to be an email notification. if the user's  email notifications are off, then there's not a mechanism for us to notify them.
