Prevent files with the same name from being uploaded or created within the same community

Currently you can upload a file to a community, or create a file within a community and then upload or create another file with the exact same name within the community.  The customer would like this functionality changed so that it works as follows:

- Upload a file called myfile.docx to a community.
- Then create a folder and upload myfile.docx to the folder.
- Connections recognizes that there's already a file of the same name in the community and automatically renames it to something like myfile(1).docx, or notifies the user that a file with the same name has already been uploaded to the community and gives them the option to rename it.
