Enable "Edit on Desktop" for all file types and not only for these with the ability to be edited in Docs

Please extend the option given by the option "enable round trip edit in the highway service /connections/config/connections/config/highway.main.settings.tiles" to chose to edit a file on the local device by launching it trough the Desktop PlugIns to any file type.



"Edit in Docs" has to be disabled in a case like this, but "Edit on Desktop" can stay on, since the users most probably can do so, or would do so when using the way to download and view/edit locally.

This makes Connections easier to use and to adopt for new users, since the ways to use the Desktop PlugIns directly or to download and launch out of the web interface need more steps and complexity when having the need to edit a file.

As well you can enhance this option by
1. A configuration to limit the option to a set of admin defined extensions (exclusion is a good idea too)
2. Offer the way to view the file (in case use only can read) in the the same way.
