Connections Desktop connector for files: Support multi-phase resumable uploads

Connections APIs and web application supports HTTP resumable upload for large files.

CDN infrastructures like Akamai or Cloudflare have limited "post" size and this prevents large files (eg. CloudFlare single post limit is up to 500Mb) to be uploaded.

Enabling multi-phase uploads using IHS module solves the problem given by this limitation.

The desktop connector doesn't support multi-phase resumable uploads and in such a scenario (CDN infrastructure with post size limit) the maximum upload size is limited.

We request an enhancement in the Desktop connector (Windows and MacOS) to take advantage of the multi-phase upload capabilities for HTTP to support this scenario.
