How can a community owner know if a user is already registered / active

The use case here is that
  1. The UI does not clearly present any indicator that a user is already registered and therefore "active", rather than the account does not exist or is pending.
when a user is already registered and the Org member invites this user a Guest the message displayed does not fully explain why there is an invitation failure, leading to users opening PMRs with Support.

    I think the whole guest model in cloud needs a redesign. Both users admins have no control who they have invited and whether such users are still active regarding their organization.
