Forum upload should fail right away if the size exceeds the configured limit

Attaching a size limit-exceeding file to a forum topic or reply takes time to fail. It would be better for the UI to recognize that the file exceeds the limit and fail immediately. Instead, end users need to wait and will eventually see an appropriate message:

There was a problem uploading "example". The size limit for this type of file is 10485760 bytes. Please remove or replace the file and try again.

    Correct! Compare this to Files uploads where the failure happens right away, so for forums we want to have the same behavior.
