Ability to set preference for collapsible sections to be open or closed by default on a per user basis

Various applications have side displays that can be collapsed or expanded.

For example, if you go to Blogs --> Public Blogs, you have collapsible sections for Featured Blog Entries, Most Liked, Most Voted, Most Commented, Most Visited, and Topic Tags.

This request is to allow for the ability of a user to set a universal preference for whether these sections are collapsed or expanded by default.
