I wish the "WIKI page scope" did not shift when inserting a graphic - move button up.

I wish the "WIKI page scope" did not shift when inserting a graphic -

OR at a minimum, the INSERT button is moved higher in the dialog since when it is at the bottom of the dialog, it makes it UX problematic (cuts off). If button was moved to top, this would not be an issue. 

Note: I think the problem here is that there's no scroll bar on the dialog causing this problem.

This is a sloppy UX bug - and should be fixed bc it reflects poorly at a higher level.
