Welcome to the HCL Connections Product Ideas Lab! The place where you can submit product ideas and enhancement request. Already available in IBM Connections On-Premises at least on level of Forum post:

So, if max file size is configured at 10MB and default value of max number of files per post is kept at 6, the maximum file size is 60MB per forum post.
Setting a total quota on forum level would require to add further features around managing files/attachments in a forum to allow the forum owner to clean-up.
A much more better approach at least for Community Forums would be to use corresponding Community Files to store uploaded attachments (e.g. in a dedicated view/folder for the forum). By that, the defined library quota for Community Files would be considered. Same strategy could be applied for Community Wiki or Community Activity ... having all files in one place (instead of scattering files in different applications).
