Introduce autofollow functionality for new community members in the IBM Connections cloud environment.

Currently, within IBM Connections cloud new community members are not set to automatically follow the community.  The new member must explicitly select to follow the community.  Therefore, this request is to change the behavior so that new community members automatically are set to follow the community.
