Ability for a Files Admin user to add an Editor to a file

In earlier versions of IBM Connections, users with the admin role in Files could add an Editor to a file. Currently, they can only add a Reader. We could add editors in using any ID mapped to the admin role in the past. We consider the 'primary Connections admin' ID to be a highly secure ID, not to be used by anyone for any purpose. We need a solution that allows the Admin role to be used for making ACL changes, same as what could be done previously.

    This is needed for a Files Admin to be a Files Admin. Without this behavior, a Files Admin is not a Files Admin.

    Really need this to be configurable for On Premise deployments, we have used this feature for YEARS.....

    required function for on-Prem configurations.
