Improve the Utility generateThumbnailsForAllFiles by changing code to restrict thumbnails to only certain files requires.

In this situation the customer faces an issue with Thumbnails not properly generated. Tracing is needed, but the only option for the command is generateThumbnailsForAllFiles which takes several days given the number of Files. The current tool will skip the files if they have thumbnails already but has no flexibility to adjust to a specific set of content.
Adding settings to the utility to allow generate Thumbnails to restricted content will make troubleshooting faster and easier.
