Customize default email settings for community members

Currently community email settings has below options:
1) Members can email the entire community
2) Members can email owners only
3) Members cannot email others

We would like to keep option #2 from above and remove the option #1 in regards to who members CAN email.

    Hi Team,

    This is regarding PMR - TS001792918 which was raised by our Cisco Support team. The intent was to change the default to Option 2 instead of Option 1, not actually remove Option 1 altogether. Can you please update the description in this enhancement request to state the same.
