Permission for moving of forum topics

Currently only the creator of a forum topic with owner permission can move the topic to another forum. This is too limited. The owner of a community as well as the creator with member permission should be able to move forum topics.

I'd like the ability to share blogs with other communities.

When multiple business areas are affected by a change, I'd like the ability to post a blog and share it as a blog on the other impacted communities.
