Forced / Sticky tags for a wiki and all its child pages

It should be possible to define sticky tags for a wiki page by community owner which means:

* All its existing child pages will automatically get tagged with this tag
* When a new child page is created, it get tagged with this tag automatically

Please note that it should be possible for the user to set which tags on a page he wants to set as sticky (I don't want that all tags on a page are sticky)

In this way, we will be able to ensure that pages are tagged correctly with less effort
