The "To" field of notifications mail header should be sent with receipient email ID using Notify other people in Blogs

Steps to observe the behaviour :

1. Created blog as "Test User1"

2. Created blog entry.

3. From "More Actions" drop down, selected "Notify Other People"

Type in a Name field --> added someone who is not a blog author

Current behaviour :
The "To" field of notifications mail header from the Blog component is filled with the sender's e-mail ID.

Expected behaviour :

The "To" field of notifications mail header from the Blog component should be filled with the recipient e-mail ID instead of sender's email-ID.

    When the notification is generated, a single email is created and sent to all recipients, with all recipients in the BCC field to maintain privacy. Since there needs to be an address in the "to" field, the notification sender is placed in the "to" field. (Alternatively, the admin can configure Connections so it is always sent to a dedicated email address rather than the notifier.)
