"Change Layout" option without having to add the Highlights app

I tested this on Connections 6.0 environment and community owners are able to see the "Change Layout" option without having to add the Highlights app.
This behavior changed in version 7.0 but our users are still using the old Overview page as community start page and don't like to have the Highlights always added on all their communities.

So I request that a community owner should see the "Change Layout" option under Community Actions, regardless if the Highlights widget has been added to community.

    Our customer doesn't want to use highlights and needs this.

    Please understand the request as we don't want Highlights always exist and be included in all of our communities.

    In order to show the "Change Layout" option in the Edit Community menu when Highlights has been added, a user should set the default landing page to any page other than Highlights. Then the Change Layout option appears again.
