Offer choice of context for automatic tag suggestion

When adding tags to a blog or wiki page, the automatic suggestions I get when I start typing in the field currently seem to be restricted to the context: I only get suggestions for tags that were already used in this blog or wiki. This can make sense sometimes, but in other situations it would be helpful to get suggestions for all tags that are already in use anywhere on ConNext, like it is done when searching for tags in the advanced search.

Basically, the current solution is good for already established, large blogs and wikis with recurrent topics. But starting a new blog or wiki, it would be helpful to get suggestions for tags that are in use elsewhere.

So I'd like to propose making it possible to choose which context one would like to include for the suggestions, for example by introducing some radio buttons next to the input text field.
