Enhance error reporting when Common application fails to load a .jar file due to specific modules

There is nothing in the log file when Common decides it isn't going to load/process a .jar file. In this case, it didn't load the .jar at all, but we've had errors in the past where it didn't like something in the .jar such as referencing an undefined module. While it does create an error indicating that it can't load a module, it doesn't indicate what module requested it or in which .jar the requesting module resides.
