Customer would like to have the ability to save Document Locale along with the spreadsheet

Scenario: Customer is experiencing a problems with Date formats in IBM Connections Docs (spreadsheets)

They use DD/MM/CCYY format by default in the UK.

But when they're editing the spreadsheets in IBM Connections Docs they're forever having to set the Document Locale from the default of United Started to United Kingdom.  The setting is not being saved with the document

a) Is there any way to make sure that the change in value is saved along with the spreadsheet?
b) How do I set a default Document Locale? If it was always United Kingdom for the organization then we would be good.
